Depends on the machine. My iMac charges my iPad 2, my old PC not. As someone said before is about the current thought the USB port. Most recent USB 2 should charge it.

Also pay attention in your router settings that DHCP is active, maybe you have 2 devices with same IP address.

It works also on iPad one, but without mirroring option. To enable it also on one you shoul by also a cydia app ( Display Out).
