Are there any low cost ways to add Chapter markers to movies?

I am baffled as to why Apple took away the ability to add chapter markers in iMovie. I see Toast DVD in the App Store but wanted to ask the Interwebs if there are other (better, cheaper?) options out there. Please advise...
