Not able to update my iphone 5s to ios 7.0.6 (non- latest firmware)

I wanna update my iphone 5s to 7.0.6 from 7.0.4 but i am not able to do so , whenever i try to update it end up with errors like
If i select the firmware file by holding down shift key on keyboard then it shows an error 3194.
I searched on google about this and found a solution that downloading tiny umbrella will solve this but then again i end up with a new error 17.
I am using windows 7 64bit . Please give me solution

P.s - i dont wanna upgrade to ios 7.1 because there is no jailbreak for it.

You can't. Apple only will authorize devices to update to 7.1.x

You can't update to that because Apple stopped signing it. You can still jailbreak your version of iOS by using Evasi0n.

Stay on 7.0.4 and just flash the SSL patch.
