Is there a Windows 7 program that'll allow me to navigate thru the iPhone's file directory?

Is there a good program (for windows 7) that I can use to navigate through the file directory on my iphone? I'd like to add some custom icons to themes/tweaks. Can someone also tell me where tweaks and themes are located?

If you're jailbroken, you can easily use iFunBox which is a free software. It allows you to navigate through the file directories of your iDevice.

I'm using DiskAid, it's not free, but it's really awesome :p
If you can't access the files system then install afc2add from Cydia ;)

Just added ifunbox.... Now I want to add an icon to quickactivator, how do I figure out where the icons are kept?

And is there an easy way to 'back up' files through ifunbox (in case I mess things up)?

You have to search for it if it's not written in the tweak description. Mostly it's either in

root/library/

or

root/var/stash/applications/

Depends on the tweak/app

Root is "home" just go as far back as you can. That's root?
Like when you open ifinbox, I'm pretty sure it starts at root.
Then you can choose folders. And go "deeper" into them. But if you then use the "go up one level" enough you will be back at root
