jailbreak problem

Excuse me guys .. But can anyone help me ? I have iphone 5s and it's ios 7.0.4 ,,and have cydia on it ,, so if I download cydia tweaks they don't show up in settings ? I can't find them and they also doesn't work .. Pls if anyone knows what to do then help me to fix it.. Thank u very much for reading this and ur time

Mobile Substrate hasn't been updated yet. Without MS, most tweaks will not run. Saurik is currently working on the MS update that you'll need.
