**UPDATE**

So there is a mobilesubstrate fix that actually works. I've installed it and now all my iOS7 tweaks are working!

Apparently this fix is approved by saurik as it is essentially the same thing he's doing. :D

Here's what Saurik said on Reddit regarding "workaround":

Saurik has advised AGAINST using anything other than an official MS release. These are his words on Reddit:

Saurik recently took to Reddit to respond to a widely used third-party Mobile Substrate patch that claims to "load all tweaks without a reboot or respring" on iOS 7. The patch doesn't fix tweaks for the 64-bit A7 chip, but it does claim to fix Mobile Substrate for iOS 7. If you were thinking about grabbing it, you may want to read Saurik's response about why you shouldn't:

"This is horribly dangerous: MSHookFunction is not designed to be used on functions that might actively be running; this makes Substrate get injected into launchd while launchd is loading launch daemons... no one should install this; it doesn't even solve the problem remotely correctly for anything but SpringBoard/backboardd, and will end up leaving you with Substrate having been randomly applied to different background processes."

As usual, important dependencies like Mobile Substrate should not be installed until you know it came from a reputable source. In this case, we wouldn?t recommend installing Mobile Substrate, or any patch for the software, from anyone but Saurik, as he is the creator of this software. Third-party developers that are creating patches for Mobile Substrate often don't know what they're doing, and if you install their patches, you run the risk of having to restore your iOS device and re-jailbreak it.

I think that will be the best option for mobile substrate, I don't see how one install package is going to work on 32 and 64 bit but then again it's saurik so he might find a way.

Really? How many 32-bit programs have you ran on a 64-bit proc? It's rather common for a single application to work on both.

Copy/pasting that doesn't change anything. The words in that post claim one method is bad. That is not the same as all methods are bad. The method you're replying to isn't using the method described in that post.

Saurik: "This only works on evasi0n 1.0.1 because it relies on the feature I had evad3rs add so I could solve this problem "correctly". In that light, it probably does work (it is not "dangerous" as I described the previous ones), but there is still little point in installing it because clearly a new build of Substrate would come out soon using this new feature I got from evad3rs ;P. (Which didn’t happen yet as I took Christmas Eve/Day mostly as a holiday.)"

A mobile processor architecture is different than a desktop processor architecture. Yes a 32-bit application can work on a 64-bit processor but mobile substrate is not an application, it's more of a background demon.

Application is just a name used to describe a program. Don't confuse "apps" as the only applications that exist. That's just popular culture.

In terms of processors, the differences aren't anything that would prevent a 64 bit processor from running a 32 bit program. 32 can run on 64 while 64 cannot run on 32. He just needs to write the program so that it works with the processor. He doesn't need to use 64-bit functionality to do so. If he does this, it can remain a single package.

Did you reboot your phone? If so, go into Cydia and go to manage your packages. Find "Mobile Substrate" and "Safe Mode Substrate" choose to "reinstall" both of those packages. That should help your issue.

From Saurik's twitter:

@saurik: Substrate 0.9.5000 has been released, with support for iOS 7 and ARM64. (For extensions to work on ARM64, they must be recompiled to ARM64.)

Now we just gotta wait for the tweaks to get updated to work on new MS.
