Is there a Cydia app for this?

I want old iOS notifications - yanno, the old bubble-style ones? I know that if you go into settings, you can change notifications from "banners" to "alert," but that only works while my phone is unlocked. I want these old "alert" notifications on my lockscreen too, without the little button that slides to open this notification. Is there any way to get this without just downgrading to a really old iOS? Is there some sort of Cydia app?

Under notifications, set the Alert Style to Alerts, and turn the preview off. You should get that screen when you get a text. You don't need Cydia to get this.

I still get the little green slider icon on my lockscreen, though.

You could find an invisible slider. You would need to be jail broken though.
