Dfu mode is when you are powering the phone on you
Hold power button for three seconds, WHILE CONTINUING TO HOLD POWER,
Press and hold home button for 10 seconds, then
RELEASE POWER, BIT CONTINUE TO HOLD HOME for an additional 15 seconds.

Your screen will be black, but backlit, so you will know it is in dfu mode. At that time plugging it in to your pc should open iTunes and inform You that the phone needs to be restored.

You need to restore.

I'm sticking with water damage and not jailbreak issue

I would like to thank everyone for the help. I gave up on the phone ,I think is was a combo of water damage
and not being able to boot the phone.
So I went out and got a new phone & a new contract.
When all is said & done it cost me $240
