The camera lens on my iPhone 4 is severely scratched and I want to replace it along with the backplate. Do all replacement backplates include the camera lens or is this a separate part all together?

Also, what places do you recommend to shop for parts other than iFixit?

Any help would be greatly appreciated.

Take it to the apple store let them do it slightly more expensive than buying pays and doing it yourself but hey they're the professionals and will do an excellent job

The back really is only 2 screws. No need to be a professional. And most backs you order will be pretty much the same as it contains no working parts. Just a glass back. While you're at it and replacing it, why not get something that stands out?

Like a color mod or colored apple back : )
