Cydia not installing?

I've gone through the process outlined here twice, and both times, at the end of a jailbreak, Cydia has just been a blank white icon and doesn't do anything when I tap it.

Has anyone had this happen? Any fixes?

Edit: I don't think I'm actually jailbroken. I just rebooted untethered. Are the instructions I used bad?

this part is pretty important and should resolve your issue. it's at the bottom of the tut, right above the troubleshooting section

Note: Once Redsn0w has finished jailbreaking your iPod touch, you will need to boot it tethered, which means that if you need to reboot your iPod touch it will be stuck on the Apple logo. All you need to do is rerun Redsn0w and this time click on Extras and then click on Just boot from the list of options and follow the on screen instructions to reboot your iPod touch.
