If so, I use FolderEnhancer to create my folders and FolderIcons to make the folder icons blank, or in the case of the folders shown in the third photo in my original post, Apple logos with letter identifiers.

The images in both photos above are not animated, unless you're talking about the cartoonish look to them. That's just an app tweaking an original image. The Lock Screen has one image, and my Home Screen is using a different image. They're static and don't change.
