Downgrading form 3.1.3 to 3.1.2

i'm having a porblem that no one else seems to be having. I have the .ipsw file, but when I try to restore my iPhone 3G with it, it tell me the update is not compatible. No error code. I've tried editing Windows host file with no luck.

The phone is not activated. Could that be the problem?
