Can iphone 3GS with 3.1.3 be restored to 3.1.2

I have a new 3GS (purchased this week). While attached to iTunes I upgraded to 3.1.3. I have recently read that 3.1.3 versions cannot be jailbreaked. I have only a few free iphone applications and a couple of numbers on my phone. Is it worthwhile to restore it to 3.1.2 with the restore function?

Also, as mentioned the phone is a 3GS and I am using Windows XP, are there jailbreak tools for that?

You can't downgrade a 3.1.3. Actually, you might, but the jailbreak still won't work, because of the baseband. I think that's what it's called.

And apple isn't signing off on anything other than 3.1.3, as of like, 4 days ago.
