jailbreak/unlock without sim card

Is there any way possible to unlock/jailbreak an iPhone without having to use the sim card? or even change the carriers from Fido to Rogers?

Any help would be awesome,

Unlocking makes the phone able to use any SIM. It is not particular to Rogers to Fido or Fido to Rogers. So whether you do it with your SIM in it the phone wont only be able to use the carrier associated with your SIM. I'm not sure if you can do it without a SIM card because I've never done it that way but I don't see why you would want to anyway.

as far as I know, I jailbroke and unlocked with blackrain without a simcard. When I turned on the phone for the first time it asked me to insert sim card. That is when I ran blackrain and all was good after.
