I upgraded to 3.1.2 and then jb with blackra1n, so I am not unlockable. If I installed the custom file from this web site, would I be jailbroken AND unlocked?

No, you will just be jailbroken - since 3.1.2 also updated your baseband to 5.11.07 which is not unlockable presently.( unless you have a very early version of iphone 3g). Since you are already jilbroken with blackra1n then no point doing it with custom firmware unless you are having problems with your jailbroken iphone with blackra1n.
