Okay well since im not that Paitent to wait for the 3.1.2 Version, 05.11.07 Baseband Unlock, So i can unlock my carrier so i could get bell or telus sim card in med-november when they release theres, so i was wondering if buying it off the software and guide off a iPhone website. Is it safe to do it or not? or do you suggest for me to wait little more?

As stated many times here, there is NO carrier unlock for that baseband.

If you are really impatient to get a iPhone working on Bell or Telus (when they get their GSM HPSA working in the near future), you will have to simply wait until they offer the iPhone for sale on their networks.

Alternatively, look around and see if you can buy an iPhone already jailbroken and unlocked with 3.0 or 3.0.1 software and 4.26.08 baseband. I suspect you won't find many of those since those fortunate owners (including me) will be hanging on to their iPhones for a while! Or they may be commanding a higher resale price.
