Unlocking By Changing IC Card

I currently have a 3GS with 3.1 via iTunes.
I know I can jailbreak but cannot unlock. Have not jailbreak'd yet.

A shop in Hong Kong says that by changing/replacing the IC card, my phone will become SIM free. They offered to jailbreak it for me, too.

Does anyone know if this is true?

Ipheuria: The article definitely helped. I'm going to the shop today to bombard them with questions before I hand over my phone, if they answer well.

the IC card. that sounds like they're un-soldering a chip from the circuitboard. IC generally means integrated circuit.
