iphone 3GS jailbreak/unlock

I was looking into buying a new iPhone 3GS, but I would need to unlock and jailbreak it, does anybody know if i order a 3GS online from AT&T does it come with 3.0 or 3.1? because that would be imperative because from my understanding there is noway to unlock a 3GS on 3.1 if it came with 3.1 and i have a windows computer not a mac so a custom pwn wouldnt be possible..

Is it really necessary to jailbreak an iphone anymore? Most apps are free or cheap, and it voids your warranty.

It has nothing to do with apps. And it doesn't void your warranty, cause you can always restore & no one will every know it was jailbroken.

It has more to do with the added features you get with JB, like being able to use background wallpaper, being able to stream over 3G, or running apps in the background.
