I'm sorry that you are having a hard time with your purchase, but the only thing I can suggest is filing a report with Apple for your refund.
Make sure that you include your order number. Also, how long ago was your top up purchased? Some in-app purchases don't show up right away and you might just have to give it some time. Hope this helps.
