My notification bar is stuck on my iPod and I can't hard reset it, how can I do this?

My notification bar is stuck on my ipod and I can't hard reset.

I have an ipod 5 that home button dosen't work and the notification bar is stuck. I tried hard resetting it but I'm not sure if I did it right. I can't swipe or anything its stuck at the lock screen.

Do you mean the notification center screen? The banner at the top? If not, what "bar" do you mean?

With no home button, try discharging your battery all the way down until it reboots on it's own. See if that clears the bar.
