Silvery Option Bar on iPhone

I'm seeing a silver colored option bar on some places. It's on iMessage, TapaTalk app and a few other places. It's not on the iMore app, Mail app, Facebook or most other places. Anyone else see this?

Update: A hard reset fixed it for now. It's black again in iMessage. But I have done a hard reset already and it starts back. ?

This is happening again. I have discovered that it only occurs when "Reduce Transparency" is turned off. Do any of you who have reduced transparency turned off see this? Is it normal or a bug?

I'm not getting that, and I keep reduced transparency disabled.

Not on beta. Maybe all y'all on beta can report this as a bug. It doesn't really bother me though. It's kind of pretty. The bar still works. It's just silvery instead of black.

Go settings>general> accessibility, you should find the solution there
