Go to Settings → General → Accessibility and then enable "Reduce Motion".

What version iPad and what iOS version? I have an original iPad mini with the latest iOS beta and it is slow, even with reduce motion turned on. It's an older processor trying to do newer iOS things and it just can't keep up.

It's usable but not as fast as I would like.
