I cannot speak for anyone else, but I doubt if many here really believe you forgot your passcode. You either have an iPad you have stolen or you purchased a stolen iPad from someone without realizing you would need the passcode to use it. This makes you either a thief or very uniformed. So here are my suggestions to solve your issue:

If you stole the iPad return it to whom it belongs

If you bought it from someone, go back to them and see if they will refund your money.
