Why isn't Find Friends working on two iPods?

find friends is not working on two ipods

I got two ipods that have 9.3.2 os. find friends does not track going down the road. Why don't it track?

Welcome to iMore! Find My Friends won't work on an iPod away from the home unless you're connected to wifi. iPods don't have cellular antennas like iPhones and some iPads.
