I'm not entirely sure this is possible, unless you simply wanted to mirror the screen. If you are using an iMac or Mac book then the built in Air Play app/function might work, BUT it usually goes the other way around the iPad screen to the PC or monitor. There's another program called Plex that MIGHT work. And you MIGHT be able to use some sort of remote access software. But in all these cases it would if anything be a mirror of the desktop screen NOT a screen extension like you can get with a multiple monitor setup.

Does anyone use their iPad as a second pc monitor? What's the best app for this?

To connect your iPad as a display on second screen, either connect your iPad to your Mac over USB, or—to do it wirelessly—ensure Bluetooth, Wi-Fi, and Handoff are turned on. You'll also need to be logged in to the same Apple ID on both devices. Then, click the AirPlay button in your Mac's menu bar and select your iPad from the list. Other options include using remote support tools like logmein, R-HUB remote support servers, teamviewer etc.
