What is Version history on apps

Under the "not on this iPhone" section in App Store, there is something called version history, I no longer have the apps active so why are the dates on "version history" recent?

Perhaps and most likely applications aren't updated in their features, but only changes of the apps reviews and adaptation to the new version of iOS are made. Developers can change apps updates comments and reviews without moderation by editorial staff of Apple.
