I've been playing Clash of Clans on my ipod touch for a while. i just bought an android phone and want to switch the account over. how do i do this?

You can't unless the app itself allows for online process saves or something to that effect.

Check if there is an option to link your account to FB and try using FB ID to logon to CoC on your Android device.
