iPhoto Not Free?

After I first when into the App Store I saw a message about downloading iPhoto plus two other apps for free and I selected not now.
Now when I go to the App Store there is a $4.99 charge listed. When I click on the link it changes to Buy.
Shouldn't it be free for 5S owners?

I have a question about this: my stepmother purchased an iPad Mini after Sept 1, but it came with iOS 6.x on it. When she updates to iOS 7 will these apps be free for her, or is it only for devices that shipped with iOS 7?
