HD 4Cast 2, Fahrenheit are the two I use and both have local radar with HD 4Cast edging out Fahrenheit, in MY opinion, but Fahrenheit has the temperature badge. Furthermore, I also use MyRadar Pro for radar usage. It is top notch and you can zoom in to street level with ease.

There is no "best"... it's personal preference mostly... I like MyCast, and the mobile app for weathertap.com - those are most useful for me as a weather spotter for our local CERT team, and the NWS office that issues warnings for my county.
