Always qualify what you specifically mean when you say best. Never assume that your preferences are universal. For me best wasn't any iOS app. I'm using the AirPrint service on my PC as it allows any iOS device to print without having a special app on each device..

depends what you want to print

A lot of apps have airprint integrated in. so its not really a single app but rather picking apps that have it built in I think.

Depending on your printer. If you have an HP then HP has airprint apps that work across different aspects on the iPhone.

FWIW I have a Canon Pixmia and they have an app for my printer.

You also might want to consider Fingerprint for your PC. I have that running on a PC at home connected to a printer, and I can print to it as if it were an Air Print compatible printer.
