Appshopper is what I use, it's fantastic. It allows you to click what apps you'd like and when the price on the app drops it can send you an email. It also has screen shots and descriptions of every app just liked you'd see it in the app store.

The Bargain Bin app will push on sale apps to your phone. It lets you create a watch list and notifies you when these apps go on sale.
