Need a good data usage monitoring/logging tool

So far everything I have looked at only gives a number of bytes. I need something that gets very detailed.

I manage several iOS devices for employees. I have a few that keep hitting up against their limits for data usage and I need to know why. I need an app that not only shows me how much they are using, but one that actually tells me what apps are using how much.

myWireless by AT&T won't work because this is a corporate account.

Your help is greatly appreciated.

A BES would be able to do it for you, but that won't work here.

Not really on the BES... I think the problem occurs during tethering but I can't be sure. I have some apps that monitor usage but they don't break it down by application. I really want to know which app is causing the problem so we can adjust behavior.
