Sometimes when I tap to open an app iPhone becomes nonresponsive. When I try to turn it off (not power off or hard reset) it goes blank.

Is this with the iPhone 7? I'm assuming that you've done a soft reset...if so, I suggest that you make a backup and then do a full reset and restore and see how you get on.

For 20 minutes yesterday my 7 was completely unresponsive. Screen wouldn't sleep and wouldn't power off. Soft reset wouldn't work either, just kept screenshoting.

FYI: Soft reset on iPhone 7/7+ is done by holding the power button and VOLUME DOWN button, not the home button.
