7p video res issue?

Hi.
I have two 7p's.
When I record video on either device (1080/30, 1080/60, or 720/30) it looks high quality.
When I iMessage it to the other device, in the sending device's text string it appears high res and normal in size, and when tapped/expanded full screen, it appears high res; but on the receiving device's message string it is small in visual size, plays back low res, and even when expanded it fills the screen but is super low res.
This goes both ways with either phone. Same with a friends phone.
Even with the decompression for SMS or iMessage sending, I never had this issue when sending/receiving videos between various phone gens and iOS's.
Am I missing a setting or something?

iOS always sends worse than original quality video to save bandwidth – but since iOS 10 there is a setting (Settings > Messages > …) for even worse quality, maybe it's turned on…

Yeah. Typically a there's little loss but this is dramatic. All my other devices and iOS's over the years always received comparable quality vids. Slight loss. Not like this. The low quality setting isn't on. Any other ideas?
