After unboxing and inserting sim and activation.

Could i just setup as new without restoring at all since it new from box.

Or would it be better to do a restore to latest ios and then start setting and syncing?

I got my iPhone 7 Plus 256gb jet black from the local Carrier so they set up the phone for me without putting my details so I let them do it so as to test my phone. I then came home and restored my phone to factory settings and also updated to the latest firmware. It is up to you really.

Yes, you can set up as new if you'd like. You won't have any data from your previous device but a clean install isn't a bad thing. A lot of folks do that when they get new devices. I used to, but now I'm just lazy, so I usually restore and see what comes of it. If I have issues after the restore, I wipe and set up as new.

Another idea, backup your original phone to iTunes, using the encrypted method. Once done, restore to your new device.
You'll notice that this method merely takes minutes!!! Non-encrypted takes a while, at least an hour (depending on data).
