App splash screen shows every time I open an app with hotspot running

The app splash screen shows every time I open an app with the hotspot running for some time. I posted a short video to this affect. At the time of this recording,I wasn't downloading or streaming anything on the connected devices. Do you guys have the same thing? I don't usually see this splash screen with the hotspot off.
