Used Device Storage: 32G photo/camera , 17G Mail: there is hardly any content in either.

If you go to Settings -> General -> Storage & iCloud Usage you should see two options. One for Storage and one for iCloud. Click the "Manage Storage" option under Storage and see what is using up all your space. Music, downloaded movies, etc., can all eat up the space quickly.

I've got 112 applications, 1,518 songs, 4 videos, and 168 photos on my 64 GB unit, and I have 36.4GB free...

You can turn on iCloud Photo Library and choose "optimize iPhone Storage" to keep the original pictures in iCloud but only thumbnails on the iPhone. You may have to purchase additional iCloud storage to do this
