Issue with Apps

This issue was both on my iPad Air (1) and my iPhone 6s this morning. I had that little badge icon on the App Store app telling me how many updates I had. I went into the App Store to update them, but they wouldn't update. I clicked on "Update All" but after a few seconds of the wheels turning, they just went back to "Update" next to each app. I then tried updating each app individually but the same thing happened. Same thing happened on my iPhone. When I exited the App Store, there was a little blue dot next to an app that had just had an update (the one that tells you it's been updated since you last opened the app), but the App Store is still saying it needs updated. I know it's not an app that I just haven't opened in a while since I opened it last night before there was an update. Is there any way to fix this. I tried restarting my phone but that didn't seem to work.

I believe the App Store (and other Apple services) is suffering an outage today.

Kate is correct. There was an outage. Down at the bottom left; "All Store Services - Some users were affected. Users may have been unable to access multiple stores/services or make purchases."
