Why can't I sync contacts between Iphone 6s and Outlook using IOs 9.1?

Since I switched to an iphone 6s (from a 5) and amusing IOs 9.1, I no longer sync my contacts automatically thru icloud to Outlook. Where did I go wrong?

Welcome to iMore! Not sure what you're asking. Do you want your Outlook contacts to sync to your phone's contact list? Did you go to Settings >Mail, Contacts and Calendar > Outlook > Toggle contacts on?
