Why can't I see notes from my iPhone 6S on icloud.com?

Hello, I have notes on my iphone 6s but for some reason they are not showing up on my icloud.com on the web. I have notes check under icloud but I am still unable to see them. Notes on my MAC are empty as well as the notes from the phone are not being added to Mac or Icloud. I have ios 9.0.2 on phone and El Capitan on MAC

Go to Settings - Notes, and then make sure that you don't have "on my iPhone" account enabled.

Did you click upgrade in notes when you updated both?
