I updated to iOS9 with my iPhone 6s but sketch draw feature doesn't work properly, how can I fix it?

updated to ios9 with iPhone 6s but sketch draw feature doesn't work

Everything has been updated but i cannot figure out why this feature doesn't work. I can make list and everything else but when i click on squiggly line unable to type or draw on half screen that appears

You might consider a full restore of your iOS via iTunes.

To me it is a bit on the tricky side I admit and for me let's try this:
I made a simple test n one with an email addy to start it off. Clicked done for the line to appear.
I then clicked on it and chose the pencil and drew what you see with my finger. Clicked done and that was it and worked for me but unless I even start a note and click done and the steps I outlined the line does not even appear to get it started -
