I am getting a new 6S+ today as a replacement for a replacement that has battery issues. it is recommended to set it up as new and not restore it however I want to have my Apple Watch series 2 data and health data still on it. is there a way to set the phone up as new and still have my old health data and apple watch data/faces as is now?

I'm no expert by any means, but I just got a new 7+ and restored it from iCloud back up. I also have an Apple Watch so all my settings were saved.
Who says that it is recommended to set it up as new?

it was recommended by Apple to rule out a bad setting- I just restored it from a backup
