I agree. To me either on a new iPhone or after a restore (which I prefer the DFU iTunes restore), setting up as a new device and downloading the apps manually provides a smoother experience.
Download Box, Dropbox, or other cloud based photo storage app and upload all your photos to the App. I do. My favorite is Box. It's where I keep most of my photos and videos.
iCloud backs up your photos. It's not a storage option. It's a back up option. When you back up, what is currently on your phone goes in iCloud. If you delete those photos from your phone, they also delete in iCloud when you back up next time. iCloud Photo Library does the same.
Be aware (as per your other thread), if you do a clean restore (Setup as a New iPhone), it will install the most recent iOS (9.3.1). There is no option to choose which version iOS you receive.
Well I have 9.0 right now and it keeps trying to install it lol and iCloud did back up my photos and when I restored my phone as a new iPhone it restored my pics
