why doesn't my I phone 6s Plus ring when I get a call ?

all it does is flash I have a call at first it was vibrating so I turned that off , still no ring ?

Is "Do Not Disturb" enabled?
Is the Mute switch on the side of the phone enabled?
Do you have a sound selected in the Settings for Phone calls?

Definitely check the mute switch and do not disturb that SwitchBeach mentioned. It would also affect the alerts for any other in-coming notifications, such as texts, news alerts, etc. Easiest way to get to that is swipe up from the bottom of your phone, and use the moon icon. Looks like this (4th icon over across the top):
