Just have to wait. Mine was 2 hours when i set it up new from the box.

Welcome to iMore! How long has it been taking? It can take a while but if it's been several hours something has stalled your setup and you should soft reset your device. To perform a soft reset, hold both the power button and home button down until you see the Apple boot logo.
