Why can't I attach a photo to a text message on my iPhone 6?

can't attach a photo to a text msg on Iphone 6. Have not had issues before

Have 2.5 GB of memory available. Have tried doing a reset. Have not upgraded to IOS 9.0.1 because it takes up 1 GB. All setting seem to be turned on. The photo icon is grayed out in text

It doesn't take up 1 gb. It just needs to use that much to update. You have 2.5 available. That's plenty. You will still have that much after updating.
Try Reset Network Settings to help your text issue.
Reset Network Settings Settings>General>Reset>Tap Reset Network Settings. You may need to enter your wifi passcode back in afterwards.
