Why am I unable to make Facetime calls?

not able to make facetime calls

hi
i am from india..and in my iphone 6 the facetime option cannot be selected while making a call.. and in settings also there is no option like" facetime". how can i make video calls from the phone itself .. is there an option for that.?... and i dont mean the third party apps like skype or viber....thank you

The FaceTime feature is probably blocked by your carrier in your country due to governmental restrictions. Several middle eastern countries do not have access to this feature.
