Why isn't one of my iPhone 6 background apps refreshing?

iPhone 6 background app refresh

why is it that one of my apps isn't showing up in background app refresh and I cannot use the app with out it in there. it is a hiking app and I need it for live tracking. it is in other areas and turned on for using cellular data so that isn't the problem. please help

I have noticed the occasional app not listed in Background App Refresh. I'm assuming the developers have to add that functionality to their application.

Tracking would be "location services". That app most likely doesn't need background refreshing. Not many apps do.
