Can't add credit card to App Store

This is ridiculous! I just made a new Apple ID account and whenever I try to add a credit card info on my newly account it keeps denying me for no reason. Why? I keep getting this error "For assistance, contact iTunes support" in red color. Tried on both iPhone and iTunes but still the same error. What do I have to do?

And no, nothing is wrong with my payment/card/bank or whatever.

Is it a new card? Are all the numbers correct. They need the long card number, the expiration date, and the 3 digit security code on the back. Are all those up to date?

If all the card info is correct, shoot itunes an email or call. They're good about helping.

No it's not. It's the same old one I used on my previous Apple ID account except it's not working on my new one.
