I personally use Photoshop & Illustrator. The reason I use them is because most wallpapers I do require being built from scratch. And I do them from my desktop. I have also asked for Ledsteplin to respond as he does all his wallpapers from his iPhone, so will know the best apps available for your phone.

iPhone 6 Plus Wallpaper Request Thread

Is there an app that u can suggest that has the 6s template to make and resize wallpapers?

I use an app called Image Size. It works as good as any on iPhone. I think it's best in the App Store. It's not as good as something on a computer, but works great for wallpapers. For example, changing the resolution from iPhone 5 size of 640x1136 to 6s Plus size of 1080x1920.
I do edits and photoshop stuff with Superimpose, Facetune, Camera+, ProCamera +HDR, and Max Curve.
